정보 인프라의 결핍: 새로운 시대 EU와 중국 간 상호 이해의 장애물

현재의 지정학적 환경은 다극화 세계 질서로의 전환이라는 깊은 변화를 겪고 있습니다. 이러한 맥락에서 유럽연합(EU)과중화인민공화국(PRC)은 각기 다른 접근 방식과 목표를 통해 글로벌 질서에서 중요한 역할을 하고 있습니다. 중국은 "일대일로(Belt and Road Initiative)"와 같은 구상을 통해 글로벌 협력과 경제적 연결을 촉진하는 비전을 추진하는 반면, EU는점점 더 위험 최소화와 전략적 탈동조화를 추구하는 정책을 채택하고 있습니다. 이와 같은 대립된 전략은 오해를 심화시키고 필요한 협력을 저해할 잠재력이 있습니다.

중국과 EU 간의 상호 이해를 방해하는 주요 장애물은 양측의 정보 인프라 결핍에 있습니다. 유럽과 중국의 관점은 문화적, 이념적, 역사적 차이로 인해 형성되며, 이는 인지 부조화로 이어집니다. 이러한 차이는 정책 결정, 대중 인식, 언론 보도, 학술 담론 등 다양한 영역에서 나타납니다.

서구의 중국 인식과 미디어의 영향
서구의 중국에 대한 인식은 종종 일반화된 판단과 전문 지식의 부족에 의해 주도됩니다. 중국을 "폐쇄적", "억압적" 또는 "권위주의 체제"로 묘사하는 내러티브가 지배적입니다. 이러한 가정은 종종 시대에 뒤떨어지거나 편향된 정보에 기반하며, 중국의 발전의 역동성이나 중국 특색 사회주의 체제의 복잡성을 제대로 반영하지 못합니다. 미디어는 여론 형성과 상호 이해 증진에서 중요한 역할을 합니다. 그러나 많은 서구 국가에서 언론 보도는 종종 일방적이며, 지정학적 긴장과 이념적 편향에 의해 악화됩니다. 중국은 CGTN이나 《글로벌 타임스》와 같은 미디어를 통해 관점을국제적으로 전달하려는 노력을 기울였지만, 여전히 어려움을 겪고 있습니다. 이는 언어적, 문화적 장벽뿐만 아니라 서구 담론 문화에 대한 전략적 적응 부족 때문이기도 합니다.

전문가 교육 및 학술 협력의 부족
또 다른 주요 장애물은 양 지역 모두에서 적절히 훈련된 전문가의 부족입니다. 유럽은 현대 중국 사회, 정치 및 법제도를 유능하게 분석할 수 있는 학자가 부족합니다. 중국에 대한 전문 지식은 종종 독일의 MERICS와 같은 몇몇 전문 기관이나 싱크탱크에 제한되어 있지만, 이러한 기관은 종종 정치화된 경향을 보입니다. 중국에서는 외국 연구자들에 대한 접근 제한과국제적 출판 전략의 부족이 협력 잠재력을 저해하고 있습니다. 이러한 이중적인 결핍은 오해를 지속시키고 더욱 고착화시키고 있습니다.

새로운 시대에서 중국의 책임
최근 몇 년 동안 중국은 "일대일로(Belt and Road Initiative)"와 "글로벌 개발 구상(Global Development Initiative)"과같은 구상을 통해 글로벌 프로세스를 형성하는 데 있어 지도적 역할을 수행할 준비가 되어 있음을 보여주었습니다. 이러한리더십은 사회 과학 및 정보 전달 분야로 확대되어야 합니다. 이는 사회적 및 정치적 과정에 대한 투명한 정보 제공과 기존의 오해를 해결하기 위한 국제적 대화의 적극적 촉진을 포함합니다.

상호 이해를 증진하기 위한 전략
이러한 문제를 극복하기 위해 연구는 다음과 같은 전략을 제안합니다:

1. 미디어 협력: 중국과 유럽 언론은 더 긴밀한 협력 관계를 구축하여 더 객관적인 묘사를 가능하게 하고, 서로에 대한더 세밀한 이해를 촉진해야 합니다.
2. 학술 협력 확대: 공동 연구 센터와 교류 프로그램은 문화 간 대화를 촉진하고 유능한 전문가의 양성을 지원할 수 있습니다.
3. 교육 및 훈련에 대한 투자: 양측은 EU-중국 관계 분석에 중점을 둔 교육 기관 및 싱크탱크를 더 적극적으로 지원해야 합니다.
4. 정보 흐름 개선: 특히 중국은 다국어 출판 및 접근 가능한 커뮤니케이션 전략에 더 집중하여 서구 청중에게 효과적으로 다가가야 합니다.
5. 국가 이미지 구축 강화: 중국은 목표 지향적인 스토리텔링을 통해 오해를 해소하고 글로벌 사회에 입장을 더 잘 설명하려고 적극적으로 노력해야 합니다.

연구는 정보 결핍과 오해가 EU와 중국 간 협력의 주요 장애물임을 강조합니다. 정보 시스템 개선, 전문 지식 촉진 및 미디어 협력 강화는 이러한 장애물을 극복하기 위한 중요한 단계입니다. 장기적이고 전략적인 협력을 통해서만 다극화 세계 질서의 도전에 부응할 수 있는 지속 가능한 상호 이해의 기반을 구축할 수 있습니다.
